CCA delivers industry-informed procurement guidance for project owners

The Canadian Construction Association’s (CCA) latest report, Building forward: Industry-informed procurement strategies for successful project delivery, brings the construction industry’s perspective directly to project owners at a time of growing infrastructure demands, rising costs, and capacity constraints.

Developed in response to a request from Public Services and Procurement Canada (PSPC) during one of our joint semi-annual meetings, the report provides a timely snapshot of how infrastructure procurement is evolving across Canada and clear recommendations on what needs to change to improve project outcomes, bid participation, and value for money.

Drawing on the experience of industry leaders from PCL, EllisDon, Graham, Kiewit, Ledcor, and owners of construction projects, the report shows how procurement approaches are evolving across Canada. While Ontario and Quebec are increasingly using collaborative models such as Progressive Design-Build and Integrated Project Delivery for complex projects, other regions like Alberta and Saskatchewan continue to favour traditional approaches. In Atlantic Canada and the North, capacity constraints are driving more flexible, scaled procurement strategies.

To help owners navigate these choices, the report outlines where different delivery models are best applied, such as:

  • Design-Bid-Build: best for simple, low-risk projects
  • Design-Build: suited to clearly defined outcomes
  • Construction Management and Progressive models: when projects are complex and require early collaboration
  • Alliance/Integrated Project Delivery: for high-risk, highly complex builds

For CCA members, the report represents an important opportunity to shape procurement practices through constructive engagement with project owners.
