CCA mobilizes the industry in record-setting Hill Day

On November 18, 2025, the Canadian Construction Association (CCA) delivered its largest and most impactful Hill Day to date, uniting 100 industry leaders from across the country and across sectors in Ottawa.

With the federal budget committing $115 billion in investment toward construction-related priorities, this year’s construction advocates rallied around the theme We Build Canada: Recommit. Reinvest. Rethink. Reimagine, anchored by CCA’s four strategic advocacy pillars.

Throughout the day, delegates participated in over 100 meetings with parliamentarians, policy advisors, and key decision-makers, including targeted engagements with ministers, secretaries of state, and shadow cabinet members.

These conversations underscored a central message: while construction is the driving force behind the government’s economic plan, achieving their vision will require decisive federal action on workforce development, infrastructure investment, procurement modernization, and fortifying supply chains.

Topics of discussion focused on four core priorities:

  • Recommitting to Canada’s construction workforce by expanding apprenticeship and training programs for all workers and streamlining immigration pathways.
  • Reinvesting in Canada’s infrastructure by aligning funding and maintenance plans with long-term national priorities.
  • Rethinking Canadian procurement to support fairness and efficiency, while prioritizing long-term value over lowest cost bid.
  • Reimagining the construction supply chain to strengthen resilience and competitiveness.

The day concluded with a reception attended by over 180 Members of Parliament, Senators, and political staff, reflecting the increased visibility, influence, and interest that CCA has garnered on the Hill this past year. Attendees heard from two keynote speakers, Scott Aitchison, Shadow Minister for Housing, and James Maloney, Chair of the Liberal Caucus, who both underscored the essential role of the construction industry in building Canada’s future and the value of increased transparency and partnership between the sector and government.

CCA extends its gratitude to the sponsors of this year’s Hill Day: EllisDon, Graham Construction, Kiewit, MNP, Northbridge Insurance, PCL Construction, Pomerleau, and Procore.
