CCA’s call to action for Budget 2026: Turning investment into results for construction
Following Budget 2025 and the 2026 Spring Economic Statement with its focused investments to ‘Build, Baby, Build’, the Canadian Construction Association (CCA) is working to translate these generational investments into meaningful action for the industry in Budget 2026.
Our pre-budget recommendations to the federal government reflect priorities that stand to unlock significant progress toward achieving the government’s ambitious vision, including domestic and international workforce policies, adopting industry-standard documents, modernizing procurement, and reassessing the security clearance process. CCA maintains that the timely delivery of major infrastructure projects hinges on addressing these key issues.
CCA’s key recommendations
- Ensure representative funding parity for domestic workforce policies, such as matching dollar-for-dollar investments under programs like UTIP to open-shop counterparts across the construction industry.
- Undertake targeted immigration system reforms, in partnership with the construction industry, to better align immigration programs and newcomer selection with current labour market needs.
- Modernize Canada’s tendering and procurement models to deliver greater value for taxpayers’ dollars, while strengthening innovation, fairness, and transparency.
- Adopt and promote the use of Canadian Construction Documents Committee (CCDC) standard documents to streamline procurement, increase participation, and reduce costs of construction.
- Reassess the security clearance process used in construction procurement to ensure fair competition and timely project delivery.
Looking ahead
CCA’s public affairs team is continuing to ramp up our engagements with members of parliament (MPs) and preparing materials to participate in consultations and committee meetings, ensuring that construction has a seat at the table for future policy and political rollouts.
